Vincents was engaged by a government agency to undertake a Government grant program evaluation and evaluate the effectiveness of its program and project implementation and delivery.

Engagement Objectives

• Assess end-to-end process of a grant program.
• Assess adequacy and effectiveness of program management and identify improvements to the current service delivery model.

Engagement Approach

We completed the following, among other procedures, to achieve the engagement objectives:

• Assessed establishment of the grant program including program objectives, assessment and mitigation of risks, governance and accountability and program guidelines and eligibility.
• Assessed grants application processes including the promotion of the program, application documentation and the appraisal & evaluation methodology and process.
• Assessed approval and probity processes, including grant approvals, grant agreements, grant management systems and payment processes.
• Assessed acquittal processes, including processes in place to assess that funding has been used for the intended purpose.
• Assessed monitoring and evaluation of the grant program, including reporting against the planned outcomes and evaluation of the efficiency and effectiveness.
• Assessed documentation and records management across all phases of the grants management process.

The grants program was evaluated against an established grants management framework.

Engagement Results

Key findings from the evaluation were identified based on the current level of maturity in the management of the grants program with an assessment of the future state of maturity based on the size, nature and complexity of the program. A roadmap was provided which detailed key recommendations to achieve the future state maturity level. As part of this assessment, improvement opportunities were raised to assist the department in determining an appropriate future service delivery model.
