Auditing Charity Programs for Effective Delivery

Vincents Audit & Assurance was engaged by a charity to undertake a charity program effectiveness audit and evaluate the effectiveness of its program and project implementation and delivery.

Engagement Objective

To assess the effectiveness of the charity’s framework in managing and implementing programs and projects, with a particular focus on the project and contract monitoring aspects to ensure that the projects were meeting their given objectives.

Engagement Approach

We completed the following, among other procedures, to achieve the engagement objective:

• Reviewed the control framework and considered its adequacy for all significant programs and projects (including key terms, conditions, dates, milestones, reporting and acquittals, contracts etc.), including in relation to:
• Adequacy of management control procedures established in policy and procedures;
  • Establishment of systems, processes and tools supporting compliance, and their effective implementation; and
  • Program and project monitoring and reporting framework.
  • Assessed the adequacy of the project/program management framework against better practice; and
• Reviewed specific programs and projects to assess whether they are being managed in accordance with the framework and to ensure that projects were meeting their given objectives.

Engagement Results

Those charged with governance and management was provided with an independent assessment of the effectiveness of charity’s program and project management.

Identified areas for improvement and risk exposures within systems and processes (and partner arrangements) that support the charity’s delivery to ensure it can meet its strategic purpose and objectives.
